1.
INFORMATION.

The R.V.V. are urgently is need of trained personnel to organise resistance and to maintain WT communication with this country. They have given us a dropping ground called MANDRILL, which is situated 2 kms S.E. of the Protestant Church of SPANBROEK at the MOLENTOGT, North-Holland. The R.V.V. is prepared to accept containers at this ground.

2. INTENTION.

You will contact the R.V.V. at the above address and arrange with them to have a Reception Committee standing by to receive 12 containers of arms.

You will instruct them to use the conventional reception lighting system:
Red
100 yds.
100 yds.
White light
flashing agreed
recognition letter.
10 yds.
Wind direction.
The reception Committee will flash the signal letter B for BEAR and will listen for the following BBC message:

"Bericht voor HANS: Blijde feestdag".

which will be broadcasted on the Belgian News Service at 18.30 hours GMT.


It is important that you inform us of the number of men that you have at your disposal for resistance purposes, and that you keep us well informed of intelligence information useful to the Allied Command. If you have reason to believe that the Allied troops are approaching your area you should send a contactor forward to meet them and to give them all possible intelligence information that you can obtain that will be use to them. The password for your man with the Briagde Intelligence Officer is: "TELEPHONE"

You should also try to provide them with guides.

In addition you will contact the chief of the O.D. at BROEK OP LANGENDIJK and request him to assist you in this matter.

You will contact LONDON as soon as possible and advise us of the local situation there: wait for our orders before acting.

For your information, this moon period ends on the 11th September and the stand-by times for the Reception Committee are from 23.00 hours GMT until 03.00 hours GMT. If you should require arms during the non-moon period the Reception Committee lighting system should be as follows:

Exactly the same as for the present moon period, with the exception that the centre light should be a large bonfire and that the stand-bye times will be from 22.00 hours GMT until 02.00 hours GMT.



3. METHODE.

You will be dropped together on the first favourable night this moon-period, and your WT-sets and arms in 3 packages will be dropped with you.



4. ADMINISTRATION.

You will each take with you Hfl. 5.000 which you will carry on your persons.

a) All your equipment as aforementioned will consist of 3 packages.

b) Your code (One Time Pad) will be carried on your person and DE VET will carry on his person 5 WT crystals,
   the remaining 5 crystals will be in his package.

c) You will receive clothing in accordance with your requirements.



5. COMMUNICATION.

a) Wireless

DE VET will be in possession of his own code, but BRUIN will encode his own messages to us; for your special conventions, see Annexe I.


b) BBC Messages

On the first three night after your landing we shall send out the BBC message: "Bericht voor Willy: Blijde feestdag".
This will serve to prove your bona fides with your contact and any other contacts you may wish to make.


c) Emergency Address

You will advise us as soon as possible regarding any change in your contact address and your movements.



6. FINANCIAL ARRANGEMENTS

Your salary will be credited to your account with the Dutch Government.
